Council Votes 9-0 to Enter Session on Manager Probe

Bridgewater Town Council votes 9-0 to enter closed session over inspector general findings on Town Manager Justin Casanova-Davis. The Aug. 10 special meeting followed an Aug. 4 Massachusetts Office of Inspector General report on Casanova-Davis's prior employment with the Town of Norfolk. Resident Philip Mallard told the council the OIG found nine international trips totaling at least 21 workdays improperly logged and procurement failures including unauthorized purchases and improper Water Enterprise Fund charges, asking "why should we rely upon him to oversee $74 million of our taxpayer money?" Resident Janet Hanson urged the council to avoid emotional decisions and "look at the facts." Councilor Lindy moved to enter executive session under MGL Chapter 30A, Section 21(a)(1), seconded by Councilor Hunt; the roll call passed nine in favor, zero opposed, and the council adjourned directly from the closed session.
The council said it has no evidence of similar conduct occurring during Casanova-Davis's Bridgewater tenure and planned a further public update the next night.
